A topological insulator is a material that is an insulator on the inside but has conducting states on the outside, meaning that electrons can only move along the material's surface. Topological insulators have non-trivial symmetry-protected topological order; however, topological insulators do not have a conducting surface; ordinary band insulators can also support conductive surface states. Topological insulators are distinguished by the fact that their surface states are symmetry-protected Dirac fermions due to particle number conservation and time-reversal symmetry.
